For almost 20 years the flooring adhesive industry has been in turmoil and upheaval.  Beginning in 1992 or thereabouts the EPA required all commercially marketed adhesives to be free of chemical solvents because of their potential to harm the health of all who came in constant contact with them.

Since strong chemicals were responsible for holding the bonding agents in a stable emulsion that could be easily transported, applied and cured, the removal of these chemicals made it impossible to continue without major changes to the formulas.  The safest and most available replacement for chemicals was water.  Thus began intensive work to develop water-based adhesives that were reliable and economical.

At that time, no one but perhaps the smartest scientists in the world knew that all concrete contains water, even long after it has “dried”.  This means that if water in water-based adhesives mixes with  the moisture in the concrete, then this dilutes the adhesive and compromises the bond strength .  The result is a failure of the flooring installation.

As a result of flooring failures, the 90s and early 2000s were a time when flooring and adhesive manufacturers paid out huge amounts of money to settle claims when their products failed.  To try and stem this problem, there grew up a new sub-industry in the flooring business.  Called “Moisture Remediation”, many companies spent millions of dollars and millions of man-hours developing ancillary applications designed to keep the moisture in the concrete from impacting and causing bond failure in the adhesives whose job it is to hold the flooring to the substrate.  These efforts produced some success, but the successes have not been consistent, and problems continue to persist.
